Rutgers, The State University of New Jersey, is seeking a Manager of Compliance, Financial Aid for Enrollment Services, Finance & Compliance. The Manager of Compliance reports directly to the Associate University Director of Enrollment Services, Finance & Compliance. This position serves as the institution’s primary resource on federal and state laws and regulations by identifying, interpreting, and monitoring compliance with all federal and state regulations impacting the University Office of Financial Aid (OFA) to ensure consistent compliance.

Among the key duties of this position are the following:
  • Monitor federal and state regulations and communicate requirements that do not directly impact the compliant processing of financial aid, but that are requirements of the University as a TIV and TVII participating institution, such as consumer information and enrollment reporting.
  • Responsible for managing university audits, external audits, program reviews and for maintaining a TIV compliance audit program, identifying areas of non-compliance and potential corrective actions that will impact the university.
  • Coordinates with the University Internal Auditor to provide compliance advisory services to other departments or in evaluating the University’s risk relating to federal and state compliance.
  • Creates and maintains the university financial aid policies and procedures manual.
  • Work closely with other university departments, such as student accounting, registrar, and academic units to ensure compliance.
  • Has oversight of the NCAA budget construction in addition to the university annual budgets.
  • The on-going updating of the university’s ECAR will be this person’s responsibility. The Manager of Compliance serves as a university and community resource person and represents the university to outside groups.


  • Knowledge of federal and state regulations and have experience working in a large complex, multi-campus environment.
  • Must demonstrate strong communication, writing, superior organizational and planning skills, and analytic skills, proficiency using automated financial aid systems, and have experience as a senior level manager in a higher educational setting.
  • Minimum of five years of direct financial aid experience as a compliance officer.
